List billing payment methods

Requires a user token with billing.details.read and organization owner access. Organization API keys cannot use this operation. Read-only; does not create or link a payment account. Card and Link summaries include last four digits, expiry and default status in provider order. One provider page is read per request. Follow nextCursor even when a page has fewer items than pageSize; unsupported provider payment types are omitted. No total count is available.
