Bulk deactivate

Sets active=false on every id in the body — the deactivation twin of bulkActivateAccounts, with the identical per-target authorization, escalation fence, and partial-failure reporting (succeeded/failed counts plus a per-id ok|forbidden|error result). Deactivating does not touch sessions or API keys; combine with bulkInvalidateAccountSessions to force those accounts out immediately.
