Set Active

Flips one account's active flag (ResourceAuth manage). The reversible counterpart to DELETE /accounts/{id}: setting active=false blocks the account without removing data, upstream identity, or history. Returns 403 forbidden if the caller would be escalating an admin account's access, the same fence bulkActivateAccounts/bulkDeactivateAccounts enforce per-target.
