BORIS ist pro Bundesland föderiert (je Land ein WFS). Toggle aus -> 200 source_status="disabled"; Bundesland ohne BORIS-WFS -> 200 source_status="not_covered" (mit covered_cities); abgedeckt, aber kein Snapshot -> 200 source_status="not_ingested".
