Triage Case

AI-assisted triage recommendation for one case (#10488).

Returns a proposed disposition with reasoning for a human to accept or reject. Deliberately does NOT change the case: the recommendation is written to the case notes (author 'ai-analyst') so the file shows what was suggested and when, and a person still records the decision through POST /cases/{id}/close.
