Get a workflow's target weightings

PLANNED — this route does not exist. Today: GET /query?table=index-weightings&pk=idx_... (or the MCP get_index_weightings tool).

Weightings are the targets set at each rebalance, as distinct from holdings, which drift with prices between rebalances.
