Get a workflow's performance statistics

PLANNED — this route does not exist. Today the only workflow-plane equivalent is the MCP get_index_stats tool.

The intent is the same statistics surface (returns, volatility, Sharpe, Sortino, max drawdown, period returns) computed over an idx_... index's value series.
