Trigger Manager Version Update

Trigger a remote manager version-update for a Windows grid (admin-only, behind ica-manager-version-update-v1). Dispatches manager_version_update_async to the grid's manager using ONLY the release catalog's silent-installer fields -- an unattended remote install must never run the interactive/GUI installer. Writes pending_changes.actions.VersionUpdate in the same transaction as the broker command; cleared only once the manager reports the command COMPLETED (verify_version restart_mode), or marked {"status": "failed"} on FAILED/timeout (see db_model.grids.broker_queries._on_manager_version_update_async_failed).
