Send typing indicator

Shows the account link as typing in the conversation. At most one per thread every 2.5 seconds; extra calls return skipped.

Why it was skipped: disabled when typingIndicators is off for the thread, rateLimited when one was sent for the thread moments ago. Null when sent.
