Whether sustained load calls for a larger VPS, and its price

Reads the hourly load the optional Impreza agent reports for this configurable VPS (14 days kept) and says, per resource, whether it has been under sustained pressure rather than a peak: at least 48 complete hours (45+ minutes reported) in the last 72, CPU at or above 80 % or memory at or above 85 % in 75 % of them and over the last 6, disk at or above 85 % in each of the last 24. Hysteresis (CPU closes below 65 %, memory below 70 %, disk below 75 %) and a 24 h cooldown keep it from flapping; hours from before the VPS last changed size are not counted. When recommended, proposal carries the sizes, the same quote as /services/{id}/resize/quote and apply, the resize body. Nothing is ordered; applying it is POST /services/{id}/resize with its own scope and balance checks.
