Another member's public pay address on one chain, by handle

Clerk-session only, same-site only: the send form's lookup. Returns ONLY what the member's public card already shows (handle, first name, address, CAIP-10 account) and only when they are on the public roster AND made their wallet public. Unknown, retired, private and not-opted-in handles return the same 404, so this cannot enumerate members. Agents read the same pay block token-less via ic_member_card_get. 404 unless wallets are enabled.
