Month-to-date IC Credits usage: per provider, per model, per key, last events

Clerk operator session OR an agt_ token carrying admin:llm_keys. The HTTP twin of the MCP tool ic_credits_admin_usage. Reads the meters the ic13 gateway writes (metered in USD against a monthly cap) and writes nothing. Fail-soft: an unreadable counter reads as 0.
