Read the pending IC Credits request queue

Clerk operator session OR an agt_ token carrying admin:llm_keys. The HTTP twin of the MCP tool ic_credits_admin_pending and the sister of GET /api/tier/pending, same envelope, different scope. Only requests ABOVE the requester's ring default land here (at or under it they auto-mint). A KV miss degrades to empty lists rather than failing.
