Configure Providers

Bulk configure providers and model roles from the UI.

Auth: requires admin (Depends(require_admin) inherited from router). Previously mounted on public_router with a "temporary bypass" -- closed in v7.4.6 (P0-1 audit). Anyone reaching the server could rewrite providers.json / llm_engine.json and hijack classifier / reflection engines. Now the same dependency that protects the rest of the admin router also covers this endpoint.
