Reset stateless deterministic sandbox fixtures

Accepts a sandbox fixture reset request for an automation client with sandbox.reset. External URL: /v1/sandbox/reset. Current Next.js implementation path: /api/platform/v1/sandbox/reset. This mutating route requires Idempotency-Key; because the current fixtures are stateless deterministic builders, reset records standard request/idempotency evidence and reselects the canonical baseline without deleting or inserting database rows, calling providers, sending webhooks, or touching live data.
