Recover a lost access_token

Always the same response, whether or not quote_id exists, so this cannot be used to find out which quote ids exist. If the quote exists and has a contact e-mail on file, a new access_token is generated and sent there; any access_token already issued for this quote keeps working. Rate-limited per quote.
