Detect screening staleness from recent SEC filings

Cross-reference the symbol's last screening timestamp with its SEC filing history. Returns a screening_stale_reason when a material 8-K (debt issuance, M&A, dividend policy change, business combination) was filed after the last screening — the very events that move the Shariah verdict.

Empty screening_stale_reason means the cached verdict is still aligned with the latest material disclosures.
