Resume Research Workflow

Restart a stuck workflow. SPENDS CREDIT - it generates what is missing.

"Resume" understates it: every incomplete report is generated, which can be all six. Read GET /research-reports/workflow first to see how many that is. Its path carries no /generate, so the tier heuristic called this an ordinary write; it is corrected with an explicit rule.
