Approve a report and INDEX IT INTO THE KNOWLEDGE BASE. FREE.

Approving is what makes the report reachable from retrieval - every campaign, sequence and copilot answer grounded on knowledge can quote it afterwards. That is a wider blast radius than "set a status", which is why it has its own route rather than being a field on the PATCH.
