Activate Sso

Switch SSO on for the org.

Check /org/sso first: activating a configuration the identity provider has not accepted is how an org locks itself out. Reversible with /deactivate, which is why this is the lighter of the two.

Open because an ontology concept and an SSO config both grow fields as the product does, and on a settings read a dropped field reads as "not configured" rather than "we did not tell you".
