Propose Hiring Keywords

Propose hiring listeners from the org's own personas and ICP.

PROPOSALS, not keywords: nothing is created - add the ones you want with POST /intent/keywords/add. Generating them runs a model, so the org must have credit (402 otherwise). Falls back to a starter set when the org has no context documents yet.
