Resolve Hiring Company Ids

Turn LinkedIn company ids into graph8 company ids.

This is the step that makes a Hiring Signals result usable: the search returns lcids, and building a list or enrolling a sequence needs graph8 ids. The handler caps the input server-side regardless of what is sent.
