Merge Library Duplicates

Merge duplicates into one keeper. The duplicates are REMOVED.

References to a duplicate are re-pointed at the keeper first, so nothing that used one breaks. Gated like a delete (campaigns:delete), because it is one - the app's own _require_library_management.

Spends nothing.
