List Contacts Across Companies

Contacts across EVERY company, with their company and pipeline context.

The buying-committee view: department, buying_role and in_pipeline are not available on GET /contacts, and each row carries the company it belongs to.

Published under /companies because that is the surface it belongs to, but the rows it returns are CONTACTS and it is filtered by the CONTACT record scope. A key holding companies:read without contact visibility resolves that scope to nothing and gets an empty result rather than a company-scoped one - it fails closed, but it is worth knowing which of the two scopes actually governs the rows.
