Restore Campaign

Undo the soft delete from DELETE /campaigns/{campaign_id}: the campaign appears again.

The same two gates as the delete, re-declared (neither runs on a direct call): the per-record ownership scope AND campaigns:delete, so whoever may archive a campaign may restore it. A campaign that is not archived answers 200 with "Campaign is not archived" and changes nothing. Fires the campaign.restored webhook, as in the app.

Spends nothing.
