Delete Campaign
SOFT-delete a campaign. It stops appearing; its rows are not dropped.
The contract could create, read, patch and LAUNCH a campaign and never remove one. campaigns:delete plus the per-record ownership scope, both the app's own gates.
Spends nothing.
