Delete App Secret

Stop declaring a secret.

Removes the DECLARATION, not the value: the value lives in the secret manager and this surface never had it to delete. A builder revoking a credential has to do it there as well, which the description says so nobody assumes this call was enough.

404 when the app declares no such key, so a typo is not reported as a successful removal of something else.
