Create a bookable event type

Create a new event type. Reuses EventTypesHandler.handle_create verbatim (slug uniqueness, host wiring, schedule attach), so the result is identical to creating one in the app. slug must be unique within the org (409 on collision); length is the meeting duration in minutes.
