Pause Agent Work Item

Park a RUNNING work item at its next step. Nothing is undone and the plan is kept.

The current step finishes first. Only the owner's running work can be paused: a task that is not running any more answers 409. POST .../resume continues it from where it stopped; .../cancel ends it.
