Search SAM entities by name and filters (every plan)

Filter-based entity search.

Every plan, including the free trial: combine q (name substring, trigram-indexed) with naics / state / business_type / active_only / naics_small as needed.

At least one of q / naics / state / business_type / active_only must be provided. NAICS values omit the Y/N small-business suffix (we match either flag).

business_type accepts SAM 2-3 char codes like 8W (WOSB), QF (SDVOSB), 27 (Self-Cert SDB), 2X (For Profit), etc. An unknown code returns 400 listing every valid code. Note: SBA-certified codes (A6, XX, JT, A4) are valid but appear ~zero times in the Public V2 SAM extract.
