Contracts

Single contract by PIID — latest action + roll-up + optional subaward enrichment

Returns the LATEST transaction row for this PIID plus a roll-up of obligation/value totals across every transaction (mods included).

Detail-style response per ARCHITECTURE.md §4.2 — singular contract key at top level; subaward_rollup enrichment as a sibling, NOT nested. Pro-gated subaward enrichment via contacts_access per §8.4 (Free tier sees the contract record but no subaward block).
