Suppress or restore a single discovered route.
Changed onThis is a plain column update: the traefik_discovered_routes row-level trigger fires notify_route_table_change() on an enabled change, so the existing route_table_changes LISTEN/NOTIFY path reloads this node's route table and every other control plane node's. No manual reload here.
