List the monitoring alert rules scoped to a node.

Node 0 is the synthetic control-plane node, which owns the seeded proxy.* (error rate, p99 latency) and node.* (file-descriptor / socket exhaustion) defaults. Without this endpoint those rules exist only in the database and the operator has no way to see that they are watching, let alone retune or silence them.
