List on-demand TLS certificate attempts

Returns rows from the append-only on_demand_cert_attempts audit log (ADR-018 §5), newest first, each joined with the current authoritative cert state (status, expiration_time, backoff_until) from the domains row. This backs the console "Certificates" surface. No certificate or private-key material is returned — only audit metadata.
