Pause workflow

active → paused. Gate-based - no bulk row mutation: source pollers stop enrolling and the dispatcher holds scheduled tasks at dispatch time (MySQL status check); a task already executing in Messaging finishes normally and its result is ingested. Records keep their status. Idempotent on an already-paused workflow; from draft/archived → 422 invalid_transition. result: records_active_count frozen in place + tasks_scheduled_count held at the gate.
