Update subscription allocation

Change a workspace's share: any of the four quantities. The workspace's limits follow at once; a raised credits_per_month issues the difference into the current month's grant, a lowered one claws nothing back. Buyer and partner only; the pool guard applies (409 pool_exceeded). At least one field, else 422 nothing_to_update.
