Resume a paused subscription, or one whose pause is still scheduled: billing continues from the next period and the workspaces drawing from it are released. DANGEROUS state change; no charge. The committed status arrives by webhook: await billing-subscriptions.activated (the event the transition emits here) or poll get until status is active. One neither paused nor pause-scheduled answers resumed false, nothing changed. Owner only.
