Update a saved agent

Partially update a saved agent. Columns pointing at it pick the change up on their next run. favorite stars or unstars it for the person asking alone, and is refused from an API key.

The workspace actions the agent may apply without asking, as verb keys (see GET /assistant/verbs/). Send null to fall back to the workspace defaults; an empty list switches every action off. A send is refused. The agent's table runs take an allowed action themselves, without a card.
