Stream the workspace's outreach change events

Server-sent event stream of everything outreach in the workspace: the approval queue (tasks_changed), a sequence's contacts (contacts_changed, with the sequence) and a sender's LinkedIn steps and browser (linkedin_steps_changed, with the account). Every frame is a wake-up, never data: refetch the reads the kind names. hello on connect and resync after a gap mean refetch everything on screen.

The server closes the stream after a few minutes with a reconnect frame; open a fresh one. Comment heartbeats keep intermediaries from dropping an idle connection. Refused with 503 and Retry-After when the server is near its stream limit; keep polling until a retry succeeds.

Requires Clerk authentication; API keys are rejected.
