Fetch the remote selector and pacing config

Serves the versioned document of CSS selectors, URL patterns, bootstrap type names and pacing the extension runs on. It carries data only, never code, so a LinkedIn markup change becomes a backend deploy rather than a Web Store submission. The extension validates the payload against its compiled-in fallback before trusting it, so a malformed field degrades to that fallback.
