Create a family account

Public sign-up: creates a new family (tenant) and its first admin caregiver, and sets a session cookie. Every later call is scoped to this family. Returns 409 if the email is already registered.

Not born yet: YYYY-MM-DD, up to 14 days ago to 10 months ahead. The log stays empty until the date of birth is added.

Optional: the browser's local date (YYYY-MM-DD). Used for the due-date window when within a day of the family's local date.
