Delete the family (in-app, with password)

Admin only. What the Settings button calls: confirm is the family name or DELETE, plus the admin's password. Same deletion as DELETE /api/vega/family, then the session is cleared. 403 wrong_password; 429 rate_limited after repeated wrong passwords.
