Attribute a run's recording chat to leads and push {PREFIX}CHAT to Brevo.

PRD-46 Phase 2. Enqueued after recording ingest populates run.recording_chat. Idempotent via run.brevo_chat_attributes_synced_at (set only after all pushes succeed). If the host's CHAT attribute is missing it skips-and-logs rather than auto-creating it.
