Post Dbt Run Results

Ingest a dbt run_results.json (curl -d @target/run_results.json from Airflow/CI). Failing tests/models open table incidents; passing ones clear them. Wrap as {"run_results": ..., "manifest": ...} to let test and source nodes resolve to their physical tables. Admin-only: this writes org-wide incident badges shown to every dashboard viewer.
