Rerun an explicit list of sim_conversations in their existing simulation run.

Resolves the run from the provided sim_conversation_ids (which must all share one simulation and one run), then defers to create_same_run_reruns for eligibility, the retry cap, idempotency, and the org rerun settings.

Auth: standard API key / JWT, or X-Webhook-Secret (LiveKit agent / eval). When using webhook secret, the org is derived from the simulation itself.
