Run Scheduled Simulation

Internal fire endpoint for the cron service (simulation-cron-service) and uptime.

Auth is the inbound counterpart to weekly_notifications' outbound X-Internal-Token. Awaits queueing the run (so 4xx/5xx propagate) but text paths do not wait on Groq objectives — those run in the background after the request returns accepted. A 404 is a permanent failure (sim/test cases gone) — propagate it so cron stops retrying.
