Create Outbound Run Api

Create an outbound run to initiate calls.

Specify either:

  • outbound_batch_ids: Call all items from these batches
  • outbound_batch_item_ids: Call only these specific items

Run items are created with WAITING status. Worker process will pick them up and initiate calls.
