Create Outbound Batch Api

Create an outbound batch from an uploaded CSV document.

Flow:

  1. User uploads CSV via presigned URL (creates document)
  2. User calls this endpoint with document_id
  3. System creates batch and processes CSV in background
  4. CSV rows become batch items
