Claim the call ("I've got this call"): the reader becomes its owner.

Decisions D5 and D6. The owner is the reader's own staff record, created on first claim, never the shared line they answered on. A call someone else already claimed (or an admin assigned) is refused with their name: on a shared desk, the first click wins and the others are told who has it.
