Bulk Register Tables

Bulk-register multiple existing PostGIS tables as datasets.

Administrators only. Each table is registered independently -- one failure does not block others. Each table gets its own session, and at most _BULK_REGISTER_CONCURRENCY run at once so one batch cannot drain the shared connection pool.
